Is this legal?
Absolutely. If these services were illegal, then phone books would be too, which is ludicrous. You can also search these records confidentially from the comfort of your own home.
Are free lookup services any good?
Depends what you want to do. If you're looking up a landline number, then free services should be able to give you the owners name and address. If you're looking up cell phone numbers, VoIP or unlisted numbers, however, they won't do you any good. Why can't free services lookup cell, mobile, VoIP and unlisted numbers?
Free services can only give information for landline numbers, because they are in the public domain. Cell phone numbers are not freely available (that's why we don't have phone books for cell phone numbers) and are expensive to collect. To build a database of millions of cell phone numbers like paid services have, you'd need to invest tens of thousands of dollars. To make this back there has to be a small fee.
